Repack Certification
1. Purpose
This Standard Operating Procedure defines the rigorous, repeatable process by which MTM Sports Cards LLC certifies every sports card repack sold under the War Chest Breaks brand. It exists to guarantee that each certified product is authentic, accurately described, tamper-evidently sealed, uniquely numbered, and backed by a published checklist — so that every buyer receives exactly what the product represents.
This SOP is both our internal operating standard and our public statement of how certification works. Nothing in this document is a guarantee of resale value, profit, or the presence of any specific card in any specific pack.
2. Scope
This procedure applies to all repack products certified under the War Chest Breaks brand across both product lines and all three tiers:

Six certified products in total. Red is the highest-value tier; Black is the entry tier. All tiers are sealed in the same silver-logo mylar bag. Each finalized production run is issued as a numbered series, and every individual unit within a series carries a unique serial number.
3. Definitions
Certification — The full process in this SOP that a product must pass before it may be sold as a "War Chest Breaks Certified Repack."
Repack — A sealed product assembled by MTM Sports Cards LLC from authentic, previously released trading cards. Repacks are collectible products, not games of chance.
Series — A finalized production run of a single product/tier, fixed in size, with a published checklist. Example: Modern Red Series #001.
Serial number — The unique identifier assigned to each unit within a series, shown as #[unit] / [series total] (e.g., #001 / 10).
Checklist — The public document listing every item type in a series, its condition standard, and its distinguishing features.
Breaker — The seller or channel a finished, certified unit is assigned to for sale. Recorded in the Certified Products Issues registry.
Certification Authority — MTM Sports Cards LLC, the accountable legal entity responsible for every step below.
4. Governing Principles
Certification is bound by the following non-negotiable principles:
- Authenticity first. Only genuine, previously released trading cards enter a certified repack. Cards are resold under the first-sale doctrine.
- Accurate representation. Product descriptions, tiers, and checklists must match what is actually sealed inside. No item is described in a way that would mislead a reasonable buyer, consistent with the Florida Deceptive and Unfair Trade Practices Act (FDUTPA).
- Not a game of chance. Repacks are fixed, finite collectible products. There are no redemption tickets, "golden" tickets, jackpots, or prizes awarded by chance.
- No value inducement. We do not advertise floor, ceiling, average, or comparison values, and we do not promise profit or investment return. Where a figure applies, we list MSRP only.
- Independence disclosure. War Chest Breaks / MTM Sports Cards LLC is an independent repack manufacturer, not affiliated with, sponsored by, or endorsed by any league, players’ association, or card manufacturer.
- Traceability. Every certified unit can be traced from intake through sealing, numbering, checklist, and breaker assignment.
5. Roles and Responsibilities

Wherever practical, the QC Reviewer for a series is a different person than the Sealing & Numbering Operator, to preserve an independent check.
6. Certification Procedure
Stage 1 — Sourcing and Intake
- Acquire cards only from documented, legitimate sources.
- Log every intake lot with date, source, and description in the intake record.
- Reject any item that cannot be reasonably established as authentic.
Stage 2 — Authentication and Condition Assessment
- Inspect each card for authenticity (print, stock, edges, and known counterfeit indicators for the relevant era).
- Record condition as Raw (ungraded) unless the card carries a grade from a recognized third-party grader, in which case the grade and grader are recorded.
- Quarantine and remove any item that fails authentication. Failed items never enter a certified product.
Stage 3 — Tier and Line Assignment
- Assign each qualifying card to a product line (Modern or Vintage) and tier (Black, Silver, or Red) using consistent, written tier criteria (era, card type, and hit potential).
- Tier assignment must reflect the tier’s stated position: Black = entry, Silver = mid, Red = top. Higher tiers carry stronger hit potential; no tier is represented as guaranteeing any specific card.
Stage 4 — Series Definition and Serial Numbering
- Define the series: product/tier, total number of units, and per-unit composition.
- Assign each unit a unique serial number in #[unit] / [total] format. Numbers are never reused within a product/tier.
- Once a series total is set and the series is finalized (Stage 8), the number of units and their contents are locked and will not be changed.
Stage 5 — Checklist Compilation
- Compile the series checklist listing every item type included, its condition standard, and distinguishing features.
- The checklist must reflect what is actually sealed inside — no aspirational or placeholder cards.
- State MSRP where applicable; do not list floor, ceiling, average, or comparison values.
Stage 6 — Tamper-Evident Sealing
- Seal each unit in the standard silver-logo mylar bag used across all tiers.
- Use a tamper-evident seal so that any opening is visibly detectable.
- A unit’s contents are fixed at sealing. Once sealed, a unit cannot be altered without breaking the seal, which voids certification for that unit.
Stage 7 — Quality Control Verification
- The QC Reviewer independently confirms, for each unit: correct line/tier, correct serial number, intact tamper-evident seal, and contents consistent with the published checklist.
- The QC Reviewer confirms no prohibited value or chance-based language appears on packaging or inserts.
- Any unit that fails QC is pulled, corrected or destroyed, and re-entered only after passing again. QC results are logged.
Stage 8 — Series Finalization and Checklist Publication
- The Certification Authority reviews the QC log and signs off on the series.
- The finalized checklist is published, and the series is marked Finalized with its finalization date. From this point the unit count and contents are locked.
- Only finalized, published series may be sold as certified.
Stage 9 — Fulfillment and Breaker Assignment
- Each certified unit sold is assigned to a breaker (seller/channel).
- The assignment is recorded in the Certified Products Issues registry with product type (line + tier), series/serial number, and the breaker it was assigned to.
- The registry provides a public, verifiable record of which certified units have been issued.
Stage 10 — Record Retention
- The Records Custodian retains, for each series: the intake log, authentication notes, serial log, QC log, finalized checklist, and registry entries.
- Records are retained for a minimum of three (3) years from finalization (or longer where required), and are made available to resolve disputes.
Stage 11 — Discrepancy and Dispute Handling
- A buyer reporting a discrepancy (e.g., seal, serial number, or checklist mismatch) may contact MTM Sports Cards LLC with the series and serial number.
- The Records Custodian matches the claim against retained records for that unit.
- Verified certification errors are remedied under our published policy. Findings are documented and, where a systemic issue is found, this SOP and affected series are reviewed.
7. Compliance Notes
- Florida FDUTPA: All representations must be accurate and non-deceptive. Tier names, checklists, and marketing must match the sealed product.
- Not gambling: Products are fixed, finite collectibles with no chance-based prize mechanic; no redemption or "golden" tickets exist.
- First-sale doctrine: Cards are authentic and lawfully resold. MTM Sports Cards LLC is not affiliated with or endorsed by any league or card manufacturer.
- No investment or value claims: Certification attests to authenticity, accurate description, sealing integrity, numbering, and a published checklist. It is not a statement of resale value, rarity guarantee, or profit potential.
8. Certification Statement
A product bearing the “War Chest Breaks Certified Repack” designation has completed every stage of this SOP and is:
- assembled from authenticated, genuine trading cards;
- assigned to a defined line and tier;
- issued within a finalized, numbered series;
- sealed in a tamper-evident silver-logo mylar bag with a unique serial number;
- backed by a published checklist; and
- recorded, upon sale, in the Certified Products Issues registry under an assigned breaker.
